Nigel Matthew


Nigel holds a Bachelor of Economics and Graduate diploma in Transportation Studies with the University of Western Australia. With formal studies in the field of transportation and areas such as multi-variate analysis and econometrics Nigel brings together the theoretical and practical to deliver solutions to real life problems.

Nigel has over 19 years industry experience and is the co-author of a number of conference papers and AUSTROADS technical notes related to simulation based transport modelling. Nigel is an Accredited Advanced Commuter and Q-PARAMICS Trainer and has key skills in economic analysis, statistics and data visualisation.

Nigel has played key roles on a number of milestone Western Australian projects including the Traffic Modelling Manager for GatewayVision, the Traffic Modelling and Traffic Engineering Manager for Northlink, key intermodal simulation consultant for Fiona Stanley Hospital.  He has extensive experience in using simulation and analysis accross a variety of projects.


Zarko Andjic

Associate Consultant

Zarko holds a Masters degree in Civil Engineering, and a Bachelor of Engineering (Traffic). Zarko has over 20 years experience in traffic modelling and engineering, more than 8 of which were spent with the State road authority. His past experience extends to both public and private sector roles and most recently he was the Transport Modelling Manager for Main Roads Western Australia.

Zarko specialises in transport engineering and planning with an emphasis on network operations and optimisation. He uses a number of simulation and modelling tools to solve complex transportation problems.  His expertise extends to the development of both traffic models and crowd simulation analysis for large infrastructure projects such as train stations, bus hubs and stadiums.  He has successfully modelled and optimised challenging roundabout signal control systems never applied before in Western Australia such as Pt. Lewis Rotary part–time metering and Eelup Roundabout full signalisation.

Zarko is an Accredited VISSIM, VISWALK and VISUM Trainer and possesses an in-depth knowledge of SCATS and SCATSIM adaptive systems including writing and assembling traffic signal personalities using NGEN.


Jason Petsos

Associate Consultant

Jason holds a Bachelor of Engineering degree in Civil Engineering and has 20 years of experience in the transport industry.  He built a strong technical base in traffic engineering including traffic assessments, transport modelling and microsimulation.  Jason is an Accredited Senior Road Safety Auditor and has worked in road planning and project management of road design and construction projects.

In more recent years Jason has held an Associate Director role with AECOM where he applied his expertise on a number of major projects in WA including the Bunbury Port Access (Stage 2) Design and Construct Project as the Design Manager and Gateway WA where he was the Network Operations Manager and held an Alliance Management Team position.  These high profile roles demonstrate Jason’s key capabilities in traffic assessment, network operations, longer term road planning, stakeholder liaison and team management as well as his desire to develop innovative solutions to address complex issues.

Dr Joyanne Kelly

Senior Consultant

Joyanne holds a PHD in biochemistry and an honours degree in synthetic organic chemistry.  She comes from a strong scientific background and has more than 10 years’ industry experience in academic research, editorial work and application.

Most recently she was the administrative editor of Respirology, an international biomedical journal produced by LIWA (the Lung Institute of Western Australia).

Joyanne brings her scientific background to bear in assisting in the areas of editorial review of company reports, technical input into scientific method, statistical analysis techniques and document control practices.

Diego Tan

Senior Transportation Modeller

Diego holds a bachelor of Civil Engineering from the University of Western Australia.  His final year thesis was focused on investigating ramp metering applications for Perths Mitchell Freeway using AIMSUN.

Diego is a specialist in simulation transport modelling with an emphasis on intermodal simulation using Commuter and traffic signal logic using SCATSIM.  He is an Accredited Commuter Expert (ACE) user and has delivered key models for projects including Elizabeth Quay, Northlink and Canning Highway.

The packages Diego has expertise in include VISSIM, VISUM, Commuter, Pathfinder, AIMSUN, and Tableau.

Liang (Leo) Zhao

Transportation Modeller

Leo holds a degree in Civil Engineering with honours from The University of Western Australia.

Leo is specialising in strategic transport modelling using the CUBE/VOYAGER suite and microsimulation and hybrid modelling using VISSIM. He also has interests in data analysis and visualisation.
